Paul Reglinski, LLM, Human Rights, Conflict and Justice (SOAS)

Paul is an international development specialist with over seventeen years’ experience designing and delivering humanitarian and development programmes across Africa, South Asia, the Middle East and Europe.

​​​"​I began my career on the donor side with the FCDO before moving into international NGOs, where I held senior country-level roles across Afghanistan, Libya, Jordan, the DRC and Mali – combining programme design, delivery oversight, donor relations, MEL and strategic direction in complex environments. 

 

Alongside proposal leadership, I have designed needs assessments and evaluations, built MEL frameworks that link strategy to delivery, and developed portfolio analytics and funding pipeline dashboards used by senior leadership. I now split my time between remote advisory work and hands-on technical support, and operate fluently in English and French, with a working knowledge of Italian.

I increasingly support organisations to structure partnerships with national NGOs, research institutions and private sector actors in line with localisation priorities, and to explore foundation and corporate funding opportunities. In my analytical and design work, I selectively integrate AI-tools to accelerate evidence gathering and early drafting while maintaining full editorial oversight.

Colleagues tend to value three things in how I operate: calm under pressure, analytical rigour and directness. I am comfortable stepping into high-stakes moments – major bids, restructuring periods and performance challenges – and helping teams bring structure to ambiguity. I care about quality, but also about practical delivery: strategies and processes need to serve their intended outcomes.

Based in Edinburgh, I am as comfortable in the mix of a competitive bid process as I am on a long trail run in the Scottish hills. Both require endurance, planning, and the ability to pace effort over distance."

Notable Career Highlights

- Secured and led the design of over $450 million in competitive institutional funding across humanitarian response, peacebuilding, nexus, and market systems programming through the course of his career - primarily from FCDO, USAID, the European Commission, SIDA, Germany (KFW / GIZ / PATRIP), Royal Norwegian Embassy, Canada (PSOPS), and various UN Agencies and Foundations. 

​​​​​​​​​​​​​​​- Managed high impact teams responsible for programme design, MEL and delivery across complex operating environments, including Afghanistan, Libya, Jordan, DRC and Mali.

​- Designed and institutionalized global funding and portfolio performance dashboards for a $2 billion organisation, enabling senior leadership to track pipeline strength, win rates and projected grant value over time. ​​​

- Led multi-country humanitarian needs assessments in West Africa, integrating ACLED, FEWS NET and climate data to support the design and delivery of effective humanitarian and stabilisation programming.

- Designed country level and programme MEL systems in eastern DRC and delivered both programmatic evaluations and needs assessments in support of new program design.  ​
